Introduction
Perry County is committed to providing equal opportunity and accessible programs and services to all citizens of Perry County, including individuals with disabilities. As a public entity and recipient of federal financial assistance, Perry County must comply with regulations and requirements of Section 504 of the Rehabilitation Act of 1973 (Section 504) and the Americans with Disabilities Act (ADA) of 1990. Perry County's requirements include the following:

• designating a responsible employee to coordinate ADA compliance,
• establishing a grievance procedure for resolution of complaints,
• providing public notice to inform the public of their rights and protections,
• performing a self-evaluation of programs and services,
• developing a transition plan of structural changes needed to achieve program accessibility, and
• providing opportunity to the public for comment throughout the planning process.

Title VI of the Civil Rights Act

Introduction
Title VI of the Civil Rights Act of 1964 (Title VI), as amended, prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving Federal financial assistance. The Civil Rights Restoration Act of 1987 clarified and restored the intent of Title VI by specifying that recipients of Federal funds must comply with civil rights in all areas, not just in the particular program or activity that received Federal funding. As a recipient of Federal aid from the Federal Highway Administration (FHWA) and Indiana Department of Transportation (INDOT), Perry County's responsibilities are to have, adhere to, and update annually, a Title VI Implementation Plan, to have a Title VI Coordinator, and to have a complaint procedure for discrimination against qualified individuals.

Implementation Plan & Policy
Perry County values each individual's civil rights and intends to provide equal opportunity and equitable service for the citizens of this county. Perry County will conform to Title VI and all related statutes, regulations, and directives, which provide that no person shall be excluded from participation in, denied benefits of, or subject to discrimination on the grounds of race, color, age, sex, sexual orientation, gender identity, disability, national origin, religion, income status, or limited English proficiency. Perry County further assures every effort will be made to ensure nondiscrimination in all of its programs and activities, regardless of whether those programs and activities are federally funded.
